Board of Directors Meeting Minutes

Review Board Meeting’s Minutes  – February 14, 2018, reviewed.  Larry McClintock moved the Board Meeting’s Minutes from February 14, 2018 be accepted as amended and Terri Boughton seconded the motion, which was then passed unanimously.                    Greg R.                                   

Treasurer’s Report  - For March, 2018 was presented.  One $ 70.00 deposit for sale of Cedar Fish since the report was compiled.    Mike Myrick moved the Treasurer’s report for March, 2018 be accepted as presented and Larry McClintock seconded the motion, which was then passed unanimously.                                                          Greg R.

 

Membership Report – None – Doug Miller not in attendance.                                                                           

 

OLD BUSINESS                               

Election of Officers – to be held at April 4, 2018 Chapter Mtg. - Election Committee – Pat Norris, Jeff Boughton, and Stephen Thomson.  To date we still have Candidates as follows:

President: as Co-position holders Jeff Stoeger & Greg Reed

Vice President: Tim Maples         Treasurer: Vacant           Secretary: Teri Boughton

Others are invited to run for these or any other position.

If no more than a single (or “Co-“) parties running for an office there will be no need for printed ballots.  Language for an appropriate motion at the April Chapter meeting was discussed.

 

Annual Chapter Banquet and Auction  – Jeff & Terri Boughton. Items are coming along well.  We are still working on the “$20.00 packets”.  Discussion of some donated items and parties donating same.  Greg reed motioned that the same amount of cash as on hand for sales last year be made available to the Boughton’s for the auction sales this year.  Sales noted as being returned/deposited to the Chapter upon conclusion of the auction.  Terri Boughton  McClintock seconded the motion, which was then passed unanimously.

 

Acclimation Pond – Jeff & Terri Boughton – 1st group of 66,000 smolts released last week.  The second 66,000 are now in the pond on that same day.  This will meet the 132,000 allowed for the program.

 

Bank Fish along scheduled for February 24, 2018, update - Jim Catchart – absent/no report

 

Spring cleanup date & Park adoption -  March 24, 2018 Anthony Pedro – absent/ date noted.

 

Cedar Fish Program – Greg Reed – The Cedar Fish Program begun in 2012 by Art Israelson with the city of Troutdale was discussed.  Notes on how to formalize a “Letter of Agreement” related to goals and processes was discussed with a copy distributed to the Board.   Board members are to read and send comments/input to Greg Reed prior to the April 11, 2018 Board meeting.  The goal being to approve/adopt the program formally it at that time.  Copy of notes attached to these Minutes.

Greg Reed moved the Chapter reimburse Art Israelson $ 36.84 for expenses related to sales at the program and the Troutdale 50th Anniversary of the Historical Society.  This, as there was previously no written Chapter process regarding the program and the program was operating under verbal understandings.  Tim Maples seconded the motion, which was then passed unanimously.  This process will be outlined in the mentioned document for future actions.

 

Sam Cox Building sound system – Steve Rothenbucher and Greg Reed explained the Cabinet was complete and electricians visited the site.  They reviewed the proposed move of the Cities audio equipment from its present position to its new cabinet.  They also will be giving the City and Chapter a bid to wire our systems.  If any of the work is completed without charges to the City or the Chapter it is suggested that Art Israelson and the City award the Electricians organization with a Cedar Fish for the wall.   The Audio project is targeted for completion within two(2) months.

Ticket sales – Mike Myrick -  Eight (8) Sandy River Chapter members provided 119 ¾ volunteer hours ate the Boat Show.  Sportsman show hours have not been compiled as of this date.

Process – Cedar Fish

Outline for Mar. 14, 2018 Chapter Board Meeting

     This existing program is of high value to the City of Troutdale and enhances the Sandy River Chapter ANWS’s (hereafter – Chapter) relationship with same.

     Since inception in 2012 this program has raised $ 502.50 ( ½ of $1,005.00) for the Chapter and $3,270.00 for the City of Troutdale.  There was no cost to the Chapter for the Original group of fish blanks.

     Currently this project is managed by Art Israelson and the City of Troutdale. The Chapter’s only involvement in this program is in funding prior approved Board expenditures directly related to the program and receipt of a portion it’s income for this purpose. While this program has resulted in some income to the Chapter, it is intended to be a self-funding program. It is never to result in the Chapter funding it from funds originating from any other source than the Cedar Fish Program. If it does so the Chapter’s participation in the Cedar Fish Program will be immediately be reevaluated by the Chapter Board.

     Art says he has approximately 100 fish blanks on hand & can make more from free scrap wood materials he has access to. Therefore, with Art’s participation there is no cost for the fish blanks.

     Current cost to buyer per fish is $20.00. This is dispersed with $15.00 of the $20.00 going to the City of Troutdale.  $ 5.00 goes to Chapter, from which -$ 2.50 is paid by Chapter for the engraved plague. Resulting the Chapter realizing $2.50 per fish from which, infrequent unexpected expenditures (example: $36.84 Historical Society display) are paid by Chapter when approved by the Chapter Board in advance.

     Future unexpected expenditure request have to be requested by and approved by the Chapter Board. If timing prohibits a vote at a Board meeting the requesting party must contact the Chapter President(s) with the request. The Board President(s) will contact Board members for a decision on approval for the expenditure. This is not to imply all requests will be approved automatically. Therefore, funds (private or Chapter’s) should not be incurred prior to receiving approval form the Board as they may not be reimbursed.

Events:

March 24th, 2018, Saturday – Sandy River cleanup – 8:45am meet at Glenn Otto parking lot.  The event will focus on the area around the Sam Cox building down to the beach, Sandy River south riverbank to floodplain and north towards the railroad bridge and Interstate 84.  Contact – Anthony Pedro 503-719-0579.
